The report for the second debate on the tax reform was approved

The Economic Development Commission raised to $ 2,600 the base of the increase in Income Tax in the draft Law of Development and Fiscal Sustainability.

After a long session, the Economic Development Commission approved with 7 votes in favor and 1 against the report for the second debate of the draft Organic Law for Economic Development and Fiscal Sustainability.

The main novelty of the report is that the basis of the increase in income tax payment will apply to taxpayers who have monthly income from $ 2,600, which is greater than the $ 2,500 that was determined in the first debate of the law. In the original document sent by the Executive, it was proposed that it be from $ 2,000.

Assemblywoman Wilma Andrade (ID) said that the issue is not closed and will be one of the most discussed in plenary. In addition, he highlighted other points that were approved in the report. One of them is the elimination of the collection of taxes for the occasional sale of real estate, because it constituted an additional tax burden that would affect the construction sector.

Likewise, he highlighted that a process of voluntary remittance of interest late payments, fines and surcharges for taxpayers who accumulate debts with the Decentralized Autonomous Governments (GAD) for property tax.

The session of the Economic Development Commission was held in two days. The first began at 08:00 and lasted more than two hours, here each of the issues contained in the bill were analyzed. The chairman of the table Daniel Noboa suspended the meeting and re-installed after six hours, for the final vote.

“It is our responsibility as assembly members, as members of this Commission create a responsible report, that gives some hope to give a fiscal balance to the State. I believe that there are many articles that cause frustration, that cause pain, but it is more than anything a sacrifice that must be made to live better days, ”said Noboa.

Now it is up to the Plenary of the Assembly to analyze the report and vote on the law. The deadline to do so is November 27. With the initial proposal, the Government aspired to raise $ 1,900. The built-in changes will lower the goal. (I)
