The statutory Treasury of Gipuzkoa discovered and brought to light last year €172.6 million as a result of their actions in the fight against tax fraudhe. The Treasury carried out 90,020 actions in the work against fraud last year, as explained by the foral manager Jokin Perona this Thursday, March 30, in the Treasury and Finance committee of the Gipuzkoa General Assemblies. Together with the director of the Treasury, Irune Yarza, where they have announced the results of the action against tax fraud last year, as well as the verification plan for this year.
Breaking down the figure by tax, 59.2 million euros correspond to Personal Income Tax (IRPF) and Wealth Tax; 36 million euros to Corporate Tax; 67.8 million euros to Value Added Tax (VAT); and, finally, 9.5 million euros for the rest of the taxes.
The foral entity carried out throughout the year 2022, 90,020 actions against fraud. On average, the territory’s tax administration carried out close to 247 actions per day. In total, the debt raised has amounted to 144.6 million euros, plus another 18.8 million in interest and surcharges and another 9.2 million in fines.
Going down to the detail of the actions carried out, we can cite three types of interventions: those oriented to obtaining information, preventive measures and regularization and collection actions.
In the first group, it should be noted that, thanks to international information exchange agreements, 122,750 euros have been brought to light in pensions abroadand another 553,443 euros for patrimony and rights in other countries. In addition, in terms of information exchange between administrations, 9.9 million pieces of information have been shared with the state tax administration and the Foral Treasuries of Araba and Bizkaia and, through the Immediate Supply of Information (SII), 28 have been received, 8 million invoices.
In the section on preventive actions, Deputy Jokin Perona highlighted the progress made in the information management, through projects such as the SII or TicketBAI. On the other hand, they have also processed 164 complaints presented by the citizens, of which 22 have ended with liquidations, surfacing a debt of 2.7 million euros.
Lastly, in the section on regularization and collection actions, the inconsistencies detected in the information presented to the Treasury have allowed 37,185 liquidations to be carried out and 72.6 million euros of fraud to emerge, while liquidations have been made to 1,970 non-filers, bringing to light another 6.9 million euros. In addition, 9 files with indications of fraud have been sent to the Prosecutor’s Office, for a value of 29.2 million euros.
The Provincial Treasury deputy has focused on the collaboration with other tax administrations and social and economic agents. As she has stated, “The Treasury cannot work in isolation, much less in this field.” “We have to continue building shared networks with other institutions and tax administrations and, fortunately, in recent years we can say that we have taken important steps in this regard”, he highlighted.
Looking to the future, Perona has indicated that the Treasury will continue to expand sources of information, either through agreements with other agents or projects such as TicketBAI, and that it will continue to invest both in people and in technology to manage and exploit this data. However, he recalled that “prevention is the most effective way to combat fraud” and, for this reason, he reiterated “the commitment” of the Gipuzkoan Provincial Treasury “with projects to raise awareness and disseminate tax culture”.
