The Ministry of Economy and Finance (MEF) appointed Laura Lisset Gutierrez Gonzales as the new executive president of the State Procurement Supervisory Body (OSCE).
Supreme Resolution No. 002-2023-EF also terminates the appointment of Mrs. Ada Rosa Basulto Liewald in the position she held since December 2022, during the government of former President Pedro Castillo.
Gutierrez Gonzales is a lawyer from the Pontificia Universidad Católica del Perú School of Law, specializing in Public Procurement and Administrative Law. Gutiérrez has a Master’s in Results-Oriented Public Procurement from Université Laval, Canada; as well as Master’s studies in Political Science and Public Policy with a mention in Public Management.
A professional with more than 15 years of experience in the public sector, the new head of the OSCE has experience in public procurement, having held various positions in this body between 2007 and 2017, including director of the Directorate of Management of risks.
In addition, she held positions as Director of Regulations of the General Supply Directorate of the MEF, as well as adviser and director of Supply and Administration Directorates in different public entities.
The document, published this morning in the Official Gazette El Peruano, is endorsed with the signature of President Dina Boluarte and the head of the MEF, Alex Contreras.
