In the most recent edition of CADE Executives, organized by the IPAE Business Association, the session “Voices from the North was held, which aimed to publicize the most urgent challenges of the North macro-region.” The panel was led by Alexandra Chirinos, a lawyer specialized in Social Conflict Resolution, and included the participation of Javier Bereche, President of the Chamber of Commerce and Production of Piura; Patricia Matto, General Manager of Integrated Technical Aquaculture of Peru; and Rogger Ruiz, General Manager of the Regional Government of La Libertad.
The first topic addressed in the session focused on the main challenges facing the northern macro-region. In this regard, Javier Bereche mentioned that an important issue to be prioritized is reconstruction in response to the El Niño phenomenon. “Reconstruction with changes in the north is a social debt of the Peruvian State. The El Niño Phenomenon should not destroy us, but rather promote and be part of a virtuous circle that generates well-being. “
In turn, Patricia Matto postulated that political and economic instability, as well as informality are the issues that most harm her sector. It should be noted that, in a recent statement and following this line, IPAE Business Association, as an active member of civil society that promotes democracy, the construction of consensus between the public and private sectors, the development of private investment and the social economy market, asked the President of the Republic, Pedro Castillo Terrones, to maintain a clear speech, in order to create a favorable environment for investment in the country and urgently promote a plan for the reactivation of the economy.
For his part and during his speech, Rogger Ruiz highlighted associativity, the creation of trends and digitization as urgent issues for northern companies. “I think it is pertinent to promote cooperative models in the macro-region to acquire inputs at a lower price and develop bargaining power. Likewise, we must work on bottlenecks such as the lack of trend generation, as well as the digitization of processes. “
The urgency of working in infrastructure
Being the infrastructure sector one of the most outstanding in the development of the country, Rogger Ruiz highlighted the importance of private investment; However, he mentioned that to promote it, a better port infrastructure and air cargo infrastructure is necessary. In the same way, he assured that the State’s procedures to promote private investment are very bureaucratic.
Along these lines, the principles of Effective Social Policy of IPAE, in the pillar of Effective Institutionality, propose that the State should promote institutional arrangements that incorporate mechanisms to organically and sustainably channel private participation from a broad contribution platform: knowledge, collaboration in management, rational use of services that already exist and can contribute to improving management.
On the agribusiness side, Javier Bereche mentions that it represents 30% of the economically active population, which makes this an important issue that must be taken care of and promoted. “Infrastructure has to be prioritized, from water coverage and storage, to those damaged by the rains. In addition, there is the challenge of lack of clarity in the rules in the sector. The government must set the rules to have predictability. This way we will prevent investments from going to other countries and we will expand agricultural frontiers ”, he said.
In the case of exports, Patricia Matto assured that Promperú has been doing an exceptional job in promoting Peruvian products outside the country. However, he mentioned that there are still deficiencies in infrastructure and technology, as well as cost overruns that make the country less competitive compared to others in the region.
Seek alliances between the government and the private sector
As a representative of the public sector, Rogger Ruiz highlighted the importance of having a joint vision of what is to be achieved for the territory. “We have committees that integrate the public and business sectors to define common objectives that allow us to make synergies. The private sector must be an ally for the State when it comes to stimulating and generating development ”. It should be noted that, since 1959, IPAE Asociación Empresarial has convened, mobilized and strengthened the impact of leaders from the private sector, public sector, academia and civil society, to reflect, propose and execute joint initiatives that lead to the development of the market economy. , the institutionality, the company and education, for the benefit of all Peruvians.
Similarly, Patricia Matto, considered that the State should adopt a key role in promoting the promotion and innovation of its sector. “The government must be the one who structures the country solidly so that there are not only foreign investments, but also local ones, so that all Peruvians have the opportunity to start a business and have a job,” he said.
As a closing, Javier Bereche added that the State should focus on the proper targeting of public spending and prioritize sectors such as health, education, and the economy; as well as meeting the demand of the areas where it generally does not reach. This prioritization is aligned with what is proposed by IPAE Business Association in its Principles of Effective Social Policy, in which the closing of gaps is considered urgent. The implementation of these principles will allow the construction of an inclusive society that protects citizens and expands their progress and autonomy.
