The Ministry of Agrarian Development (Midagri) today made official the five guidelines of the second agrarian reform, aimed at promoting producer associations and family farming.
Through the Supreme decret N ° 022-2021-MIDAGRI, published today in the official newspaper El Peruano, establishes that compliance with these measures will be carried out progressively, and that state purchases will be aimed at small-scale agriculture for social programs, soup kitchens and common pots.
In this way, the second agrarian reform will follow the following guidelines:
- Implement a new form of government for the agricultural and rural world.
- Promote more and better markets for family farming and food security.
- Promote the industrialization of agriculture and the productive transformation of the countryside.
- Generate water security and increase the development of irrigation infrastructure in a planned and prioritized manner in the territory, with a watershed approach and responding to demand, especially from family farming.
- Promote change and technological innovation, the promotion of services and agricultural and forestry development.

In detail, on the second guideline, “promoting more and better markets for family farming and food security”, will be reinforced with the price band protection, review of tariff measures and Indecopi’s vigilance against market abuses.
In addition, Midagri reported that they will promote industrialization of the field through rural enterprises with an emphasis on the development and use of technologies for family farming through the National Plan for Agroindustrial Competitiveness and the national production of fertilizers.
Regarding water generation, they announced that they will implement “the National Program for Planting and Harvesting Water, and for reservoirs and micro-reservoirs and the National Program for Technified Irrigation; run the programs water recharge and groundwater, and the development of territorial irrigation infrastructure projects, in a planned and participatory manner, responding to demand ”.
Likewise, agricultural producers will be able to strengthen their cooperation through associations and cooperativism of the organizations of users of water for national irrigation.

It should be remembered that, last weekend, the head of the sector, Víctor Maita, announced the promulgation of three supreme decrees. One of them was the officialization of the guidelines of the second agrarian reform, promulgated today; while the other two are for the creation of the Rural Development Cabinet and the National Council for Agrarian and Rural Development, which will take place in the coming days.
The first of three decrees
Making these five guidelines official is part of the first decree announced by Minister Maita to consolidate the second agrarian reform. Likewise, according to Midagri, two more supreme decrees will be issued soon: the second would contemplate the creation of the Cabinet for Agrarian and Rural Development, which would be made up of Midagri, the ministries of Transport, Energy and Mines and Labor, in order to promote road connectivity “to take products from the countryside and take them to the markets ”, the minister pointed out.
Regarding the third decree supreme, the creation of the National Council for Agrarian and Rural Development will be carried out, so that agricultural producers, associations, cooperatives, unions and others can present their initiatives to the second agrarian reform.
