ONP on updating recognition bond: “We don’t have that money to return them”

Last week, the Commission for the Economy, Banking, Finance and Financial Intelligence of the Congress of the Republic insistently approved the opinion that seeks to update the recognition bonus to the contributors and ex-contributors of the Pension Standardization Office (ONP). This, after the Executive Branch has observed the initiative, because it would demand a fiscal cost of up to S/40,856 million.

Said measure proposes that the State recognize the contributions made by those affiliates of the ONP who decided to switch to the Private Pension System (SPP) —administered by the AFPs— from 2002 onwards. It is worth remembering that in 1992, 1996 and 2001 a recognition bonus was also delivered.

In this regard, Hillman Farfán, general manager of the ONP, rejected this initiative proposed by Parliament, since this would lead to the entity disappearing because there would be no resources to make the recognition bonuses.

“Approving this project would lead to the disappearance of the ONP because we don’t have that money to repay those bonds. We should analyze the proposal for the return of the bond, which is a fairly large fiscal proposal and the State does not have that money to return. That the proposal be fairly evaluated pension reformand that could also help to stop approving more AFP withdrawals, to have a proposal with those ingredients, looking at a comprehensive proposal,” said the ONP official during his presentation at the working group Strengthening the payment system. pensions.

Given this, Jorge Montoya, president of the working group in charge of studying proposals for the strengthening and improvement of the pension systemsinformed that the president of the Economy Commission, Rosangella Barbarán, has been asked to stop the initiatives related to the pension system until a concrete initiative is taken.

The president of the Economic Commission has been asked to keep everything on standby until we finish doing the study and presenting the proposal (of the pension system), otherwise, we would be wasting time, that is the idea”, Montoya said.
