The Minister of Social Security advanced on Thursday that “practically” he has already reached an agreement with the European Commission on the elements that will make up the second leg of the pension reform. For its part, the European Commission has confirmed “intense” contacts with Spain.

The Minister of Inclusion, Social Security and Migrations, Jose Luis Escriva, has convened for this Friday the negotiating table with Spanish unions and businessmen. Escrivá advanced on Thursday that “practically” it has already reached a agreement with the European Commission on the elements that will make up the second leg of the pension reform. For its part, the European Commission has confirmed “intense” contacts with Spain.

Escrivá recalled that this reform must be completed in this first semester because it is associated with the fourth disbursement of 10,000 million euros to Spain from the european funds.

“I cannot anticipate the elements (of the reform) because the social agents have to know it first, but basically it is the closure of the system, of the complete sustainability of the system”, the minister assured.

Escrivá pointed out that what he will propose this Friday to the social agents “is a scheme alternative, sustainable, reasonable and crediblewith the endorsement of powerful independent institutions”, so that the system is sustainable and at the same time maintains the purchasing power of pensions.

About the period of pension calculationa subject that recognizes that it has generated “enough friction”, the minister has reiterated that the idea is that it contemplates that current labor careers are less linear than before and much more volatile.

The minister has described the 2013 reform made by the PP government as an “aberration” and has recalled that the Executive of Pedro Sánchez repealed it and replaced the so-called sustainability factor with the Intergenerational Equity Mechanism (MEI)which “this Friday will be fully discussed” at the negotiating table with the social agents.

The general secretary of UGT, Pepe Álvarez, explained that, together with the calculation period, there are several issues that the union has raised such as the minimum years necessary to be able to access the pension or the treatment of contribution gaps. “We have not put red lines (…) The Government knows in what context it could count on our support,” Álvarez has slipped.

On the other hand, the secretary of Public Policies and Social Protection of CCOO, Carlos Bravo, has asked the Spanish government to convene, since “the worst scenario is not to achieve this reform.” “Times are tight and you have to unlock”, Bravo pointed out.
