Travel agencies: Passengers should carry hand luggage of up to 10 kg without paying extra

The Transportation and Communications Commission of Congress approved an opinion to modify the civil aeronautics law and recognize the right of passengers to choose their seats and carry hand luggage in the cabin of up to 10 kg without this representing an additional cost. The Peruvian Association of Travel and Tourism Agencies (APAVIT) and the Peruvian Association of Agents Affiliated to IATA (APAAI) They pointed out that carrying hand luggage is an essential necessity for travel and that it should not be included in the fare.

“Hand luggage is smaller and is carried by the passenger in the cabin, therefore, there would be no reason to increase the rate, our opinion is that it should be approved as it is part of a consumer right,” they stated in a statement.

Regarding the elimination of the cost for choosing a seat, the unions indicated that this is a service that is perceived as a benefit and the airlines have the power to market it as long as when they do not make an excessive use of the cost that forces the authorities to intervene.

The airline and tourism organizations, for their part, reject both provisions, considering that there was no technical analysis of the impact that the measure would generate. The opinion was approved in February 2023 and must go to plenary for debate and voting.
