Air and tourism unions reject proposal for users to choose their seats without paying extra

In February, the Transportation and Communications Commission of the Congress of the Republic approved the opinion that grants the passenger the right to freely choose the seat of their choice, as well as carry hand luggage of up to 10 kilograms without representing an additional cost. Different air and tourism unions point out that its approval would force the most basic and cheapest rates to become more expensive.

“Without any market failure having been identified or an analysis of the economic impact that it may cause have been carried out, the bill seeks to modify the current tariff scheme, which would force the most basic and cheapest tariffs to become more expensive, since that they will necessarily have to include additional attributes, such as the choice of seat and cabin luggage of up to 10 kilograms,” they specify.

According to the unions, between 2011 and 2019, the number of passengers transported per year in Peru it increased from 18 to 40 million and the prices of air tickets on domestic and international routes were reduced by almost 40%.

They also point out that a technical analysis of the standard has not been carried out nor has the opinion of the Ministry of Transport and Communications and Indecopi been considered. “The proposal directly threatens the freedom of choice that people currently have to purchase an air ticket by paying only what they want or need; and, if it is carried out, It will affect about 70% of passengers who today decide to travel with the cheapest fare without adding any additional service”.

It should be noted that the opinion was approved in February 2023 and must go to plenary for debate and voting.
