They publish a preliminary version of the Strategic National Development Plan (PEDN) to 2050

The National Center for Strategic Planning (Ceplan), entity attached to the Presidency of the Council of Ministers (PCM), published the preliminary version of the Strategic National Development Plan (PEDN) which is a strategic bet to guide the harmonious sustainable development of the country in the short, medium and long term until the year 2050.

The PEDN It is based on the consensus between the State and Peruvian society agreed in the National Agreement Forum. The policies of this plan are framed in four objectives: democracy and the rule of law, equity and social justice, competitiveness of the country, an efficient, transparent and decentralized state; according to the preliminary version published on the Ceplan web platform.

The Ceplan It is the entity in charge that coordinated and integrated the proposals for the preparation of the PEDN. This institution, chaired by Javier Abugattás, points out that it was carried out taking as a framework the Political Constitution of Peru, consensus in the National Agreement, global commitments such as the 2030 Agenda and the General Government Policy for the period 2021-2026.

By publishing the preliminary version of the PEND, Ceplan invites citizens to review the project and make comments until November 26, 2021 through the Ceplan web platform.

The four national objectives of PEND

Through a medium and long-term strategic commitment to PEND, in its preliminary version, it proposes four national objectives:

  • Achieve the full development of people’s capabilities without leaving anyone behind.
  • Manage the territory in a sustainable way in order to prevent and reduce risks and threats that affect people and their livelihoods with the use of knowledge and communications, recognizing geographic and cultural diversity in a context of climate change.
  • Raise levels of competitiveness and productivity with decent employment and based on the sustainable use of resources, human capital, use of science and technology and the digital transformation of the country.
  • Guarantee a just, democratic and peaceful society and an effective State at the service of the people based on dialogue, national consensus and the strengthening of institutions.

Likewise, the preliminary version of the PEND has two axes that guide policies to the year 2050, with the aim of seeking to close gaps and, in addition, the sustainable management of the territory through nine guidelines:

  1. Equal opportunities without discrimination, guaranteeing the full exercise of rights and compliance with duties
  2. Decent employment to raise the country’s competitiveness and productivity
  3. Promotion of science and technology for national development
  4. Accelerate digital transformation to generate value in society
  5. Strengthen the territorial approach to take advantage of cultural, biological and ecosystem diversity in the development of the country with respect and participation of the actors of the territory
  6. Guarantee the defense and national security for the integral development of the country
  7. Establish an articulated and coherent action of the country’s foreign policy
  8. Understand and manage disaster risk for the integral development of the country
  9. Consolidate an efficient and effective modern state at the service of the people, in cooperation with private actors and civil society
