Governor of Arequipa: Cobra does not show willingness to execute Majes II

The regional governor of Arequipa, Rohel Sanchez, questioned the lack of will of the Cobra company to resume the works of the Majes Siguas II project. Said concessionaire sues the State for compensation of 120 million dollars for damages that the breaches of the Regional Government of Arequipa (GRA) would have generated.

“What we can say is that the concessionaire uses a double standard, basically it does not show a willingness to want to carry out the project,” Sánchez asserted yesterday at the headquarters of the Regional Government of Arequipa.

The main works of the agro-export project have been paralyzed since 2017. It was thought that the works would restart with the signing of addendum 13 to the concession contract (July 2022), however Cobra has brought their claims to a direct deal (conciliation). which is resolved in the State Coordination and Response System in International Investment Disputes (Sicreci), an organization that reports to the Ministry of Economy and Finance. Regarding this process, Sánchez reported that the Regional Government receives advice from technicians from the Ministry of Economy and Finance (MEF), who also guided the regional entity in signing the questioned addendum 13. This allows an increase of 104 million dollars the project.

Sánchez made his comments in the framework of the creation of the Civic Anti-Corruption Committee, an entity that will be made up of members of the citizenry (unemployed and university students), which will serve as a civil body for the control of the different entities of the Regional Government.
During the presentation, Sánchez informed that at the moment there are 1,200 processes for functional misconduct against Regional Government servers, which have been followed since past efforts.v
