The Union THE A denounced this Thursday at the Prosecutor’s Office of the Superior Court of Justice of the Basque Country (TSJPV) the Osakidetza Pneumology OPE December 2022 when suspecting the existence of a possible crime of fraud.

As explained by the person in charge of the Basque Health Service at said center, Esther Saavedra, in statements to the media, the objective of the complaint is to open an investigation into the results of that examination and to clarify responsibilities, if any. ELA’s “suspicions” are based on the fact that the four best OPE grades correspond to four pulmonologists who work in the same hospital, and this “talent concentration” is striking because Osakidetza has thirteen hospitals with pulmonology services.

Added to this is the “very striking” circumstance, as he specified, that only 8 of the 69 applicants obtain more than 70 points and “by chance” the first four have obtained more than 82 points.

As Saavedra recalled, ELA requested an investigation into this examination from Osakidetza, who refused, estimating that “he had had the maximum guarantees and complied with the principles of equality, merit, capacity, objectivity, impartiality, transparency, agility and reliability”.

ELA has already gone to the Prosecutor’s Office in relation to a previous OPE (2016-2017) to inform them of the irregularities it had detected and request a “rigorous and independent” investigation into what happened. “Those alleged leaks uncovered a whole system in which certain service headquarters decided who and when obtained a permanent position in Osakidetza; a system that was not limited solely to that selection process,” according to ELA.

However, ELA requires Osakidetza to take the necessary steps “to guarantee, once and for all, a transparent, impartial selection that guarantees equal opportunities and the principles that should govern access to public employment.” “His refusal to open the requested investigation clearly shows that he has no desire to go down that path,” concludes ELA.
