About 232 works are paralyzed in Puno and some due to the conflict

According to the Comptroller’s Office, there are several factors: lack of money, arbitration and the situation has worsened with the protests against the Boluarte government.

In the country there are 1,879 paralyzed and unfinished public works. Of this group, Puno ranks second with 232 stalled projects. Cusco goes first according to the Comptroller General.

LThe justification is due to the lack of financial resources, contractual breaches, discrepancies, controversies and arbitrations and climatic events. In addition to the aforementioned factors, there is now the component of the social conflict that broke out last December to demand the resignation of President Dina Boluarte.

The Comptroller’s Office presented 13 works, of the 232 paralyzed. They have five projects from the central government: improvements to the Sandia health center, two projects to improve and expand drinking water and excreta disposal services in Tasapa Patacollo and Isani in the district of Zepita, province of Chucuito.

Meanwhile, the Lake Titicaca Binational Special Project (PELBT) has not completed the improvement and expansion of the Azángaro irrigation system (S/7 178 268.44). This project was essential for farmers in the Ramis River basin who suffer from water stress.

As for the regional government, the construction of the new Manuel Núñez Butrón hospital in Jayllihuaya has been paralyzed. The work was carried out by a Chinese consortium. It is suspended due to an arbitration initiated by the construction group to whom the management of the previous governor Agustín Luque pardoned penalties. That irregularity cost Luque jail. Today he is prosecuted in pretrial detention. The value is close to 400 million. Roads and schools of this specification are also pending.

Regarding local governments, thehe Provincial Municipality of San Román has paralyzed the Juliaca storm drainage projectmore than 210 million, followed by the construction of complementary works on the avenues Independencia – circunvalación – jirón Pojcraccasi (S/25 099 032.51)

The first work is long awaited by the residents, it would solve the floods that occur in the rainy season.

Governor Richard Hancco Soncco announced that approximately 25 works would restart in the third week of January. These projects are financed and have assigned residents, however their status is uncertain. The owner of the specifications acknowledged that he could not resume them due to the social conflict that exists in Puno. On repeated occasions, he denounced that there were indications of serious anomalies committed by his predecessor, Germán Alejo, and that an audit would be warranted.

Of 117 public investment projects that Alejo’s management was in charge of, 76 of them were executed by direct administration.

For the counselor of Chucuito, Abad Vizcarra Estrella, the strike should not serve as an excuse for not carrying out the works, since they have a budget. He considers that on days of truce (Saturday, Sunday and Monday), machinery could be mobilized and material carried.

Vizcarra warned that several of the materials would expire and deteriorate. In addition, it would be urgent to carry out the work cuts, the reprogramming of the schedule of the same, reformulation of files, certifications, among others.

Faced with this situation, he requested that he report on the status of the works as soon as possible.
