Congress proposes to regulate the sale of concert tickets

It includes all kinds of massive events. It seeks to avoid the marketing of false tickets or tickets sold more than once to different people.

Congresswoman Digna Calle, from the Podemos Peru bench, proposes to regulate the sale of tickets to massive events to avoid the marketing of false or sold tickets on multiple occasions, as has been the case in recent months.

“The citizen Pamela Cabanillas who, at only 18 years of age, had set up a network of scams and cloned ticket resale, according to what was declared by the Scam Division of the National Police of Peru, this person would have scammed more than 10,000 people with supposed tickets for the concerts of well-known international artists”, the document specifies.

PL 4277 indicates that the sale of tickets through digital platforms must be carried out in a “transparent and public” manner. It will not be possible to sell tickets in greater quantity than the capacity allowed in the place where the event takes place. Non-compliance will lead to the application of sanctions.

The tickets sold will have the following mandatory requirements: identification of the attendee with ID number and full name; the ticket must have the price, terms and conditions specified; means of verification of authenticity and capacity.

In this way, the National Institute for the Defense of Competition and the Protection of Intellectual Property (Indecopi) is empowered to monitor compliance with these requirements, as indicated in the regulation.

The transfer of tickets will be allowed up to a maximum period of one hour after the doors to the event are open, after that the sales platforms must restrict this possibility to avoid fraud. While the verification of the personal data of each user will be the responsibility of the organizer of the event.

The legislative initiative was presented on February 17, 2023 and must first go through the evaluation of the congressional commissions before reaching the plenary session for debate and voting. If approved, the Executive Power would have 30 calendar days to regulate the norm.
