Partial powers are ceded to the MEF to reactivate the economy

With 79 votes in favour, the Plenary of the Congress of the Republic approved, in the first vote, the substitute text of Bill 3941, which proposes to delegate to the Executive power the power to legislate on economic reactivation and modernization of state management.

“The delegation of powers is in the field of the Executive. Now it is in its hands to dictate measures that really improve the living conditions of all Peruvians. The Peruvian Government must and must assume these powers with great responsibility. Peru needs to reactivate its economy and Peruvians need better services from the State,” said Congresswoman Diana González, president of the Decentralization Commission.

However, the text approved by the Economy and Decentralization commissions does not include the complete list of the Executive Branch, which originally occupied 42 requested faculties, but remained at 33.

Among those that were granted trust is the proposal of the Ministry of Economy and Finance (MEF) to expedite the execution of S/127,000 million in projects of the National Infrastructure Plan for Competitiveness (PNIC), as well as to facilitate the return of the IGV to foreign tourists.

Among the most sensitive absences is the initiative to simplify the tax regimes to only two. In the latter case, the Congress He proposed that the MEF present a device through ordinary channels so that it can be debated and brought back before the Plenary.
