The Rural Agricultural Productive Development Program (Agro Rural) of the Ministry of Agrarian Development and Irrigation (Midagri) launched at midnight the new selection process to choose the international supplier of urea for the country. This after the first call was declared deserted.
“Right now the members (of the committee) are meeting and they will make a decision today (Monday) or tomorrow (Tuesday) at the latest to launch the process again,” Rogelio Huamaní, executive director of Agro Rural, told La República. Later, it was confirmed that the call would be released at 11:59 pm yesterday.
According to the official, interested companies will have between 2 and 3 days to submit their proposals. Thus, the committee in charge of evaluating the offers will choose the supplier this Saturday or Sunday. Companies that participated in the first process may also participate.
Changes in technical criteria
In the second selection process, unlike the first, a single company would not be chosen as the supplier of the 73,529 tons of urea required, according to Huamaní.
“We are going to see the possibility that the good pro can be given to a greater number of companies. It can be 2, 3 or more”, he stated.
The representative of Agro Rural also indicated that the committee is evaluating the modification of other technical criteria for the presentation of proposals. “The truth is that price and delivery time will prevail,” said Huamaní.
According to estimates from Agro Rural, the arrival of the fertilizer in the country would be around June 29. In such a way that “the first week of July we would be sending to the different places where it is going to be distributed to the producers,” he said.
Thus, the nationwide distribution process would take between two and three days, depending on the transport.
lack of conditions
The Comptroller General of the Republicin a report issued on June 1, warned Agro Rural that the first international call for the purchase of fertilizers lacked conditions to ensure timely purchase.
The document states that the entity attached to the Midagri did not foresee the terms or the place of delivery of the good, as well as a technical guarantee term and payment method, among others.
In another document, the institution also warned Agro Rural that risked not meeting the timely delivery of urea to farmers.
In the call declared void, the product would have been delivered to the port on September 4, 2022, being distributed to the peripheral warehouses of Agro Rural on September 14, says the Comptroller.
