Beneficiaries must have 90% or more of their credit operations in the financial system with a “Normal” or “Potential problems” rating.
The Ministry of Economy and Finance (MEF) approved the operating regulations of the Law No. 31658law that creates the MYPE Business Impulse Program – Impulso Perú.
Thus, through the Ministerial Resolution No. 066-2023-EF/15 published this Sunday, February 12 in El Peruano, it is established that mypes from all the productive sectors of the country are eligible as beneficiaries of this program to that obtain a credit in national currency of up to S/90,000, according to the parameters established by the SBS.
Besides, they must have 90% or more of their credit operations in the financial system, with a rating of “Normal” or “With potential problems” (CPP)according to the SBS Risk Center at the time of credit approval by the Financial System Company (ESF) or Savings and Credit Cooperative (Coopac).
In addition, In the event of not having a classification in the SBS Risk Center at the time of credit approval by the ESF or Coopac, it must have been in a “Normal” category. in the 12 months prior to granting the loan. The norm indicates that mypes that do not have a classification in the SBS Risk Center are considered to have a “Normal” classification.
The payment term of the eligible credit must be equal to or greater than 12 months and up to a maximum of 60 months, including the grace period granted, in which only interest is paid and which cannot be less than six months nor more than 12 months.
The rule also specifies that mypes that:
- They are linked to the ESF or Coopac granting the credit. To determine the relationship, the criteria established by the SBS through SBS Resolution No. 5780-2015, which approves the new Special Rules on Relationship and Economic Group, must be taken into account.
- They are included in the scope of Law No. 30737, a law that ensures the immediate payment of civil compensation in favor of the Peruvian State in cases of corruption and related crimes, or their representatives who are being investigated for cases of corruption and related crimes.
- Sand are disqualified by the State Procurement Court.
- Have government-guaranteed loans who have been honored in any of the programs or funds indicated in the trust agreement.
The ESF or Coopac can deliver the eligible credit until March 31, 2023. They are also responsible for verifying that mypes meet the conditions to be part of Impulse Myperu.
Impulso Myperú Coverage
The guaranteed credit granted by the ESF or Coopac to the mype, if it is up to S/30,000, has 98% coverage of the portfolio by debtor. while since S/30,001 to S/90,000 coverage is 90%.
in case confidential or the Bank of the Nation provides financing to the ESF or Coopac, the guarantee can amount to 100% of the approved requirement for said entities.
It should be noted that Impulso Myperú is valid for five years and six months, counted from the expiration date of the foster care period. Said term includes the liquidation period of the mentioned program.
