The Vice Minister of Mines, Jorge Chavez, confirmed the interest of the Government of President Pedro Castillo to bet on Petroperú for temporary concessions concerning the distribution of natural gas from Camisea in the central and southern regions of Peru.
During his presentation before the Energy and Mines Commission of the Congress of the Republic, Chávez Cresta said that, in line with what his portfolio has proposed since the change of command, they will seek to enhance the capacities of the State to carry out the overcrowding that the private sector for more than a decade.
“The construction of natural gas networks in non-concession areas is achieved with the supreme decree that authorizes Petroperú to develop networks. I believe that we cannot have an idle capacity of an institution that can lead to this overcrowding at a lower cost ”, he highlighted.
For this, the publication of the Draft Law to Promote the Massification of Natural Gas would also have to be finalized, as well as the modification of the Annual Program of Promotions during the fourth quarter of 2021, of which there is only a month and a half left.
In this sense, the head of Mines pointed out that, if the package was approved, the overcrowding by Petroperú would be carried out in three stages and would depart from Ucayali and Ayacucho. The latter has the great advantage of being close to the networks of the Transportadora de Gas del Perú (TGP), which transfers the resource from Camisea.
A second phase would include the Cusco region, and the third would include the cities of the Huancavelica, Junín, Apurímac and Puno regions.
Petroperú Today it manages the natural gas distribution service in the cities of Arequipa, Moquegua, Tacna and Ilo, commissioned by Minem, after the concessionaire in charge of that operation, Naturgy, returned the concession to the State.
According to the Political Constitution of Peru, the State can only assume activities under a subsidiary role when the private sector cannot do them, as in this case. For this reason, the use of the resources of the Energy Social Inclusion Fund (FISE) and / or the Hydrocarbon Energy Security System (SISE), in accordance with the provisions of Law No. 29852, which allows the use of these resources to develop natural gas infrastructure nationwide.
