Congressman Víctor Cutipa of Perú Bicentenario proposes a new withdrawal of funds from the AFPs to boost domestic consumption, which has been affected by the social and political crisis that began in December 2022, according to what he maintains.
Congressman Víctor Raúl Cutipa Ccama, from the bench Bicentennial Peru, proposes that affiliates be authorized a seventh withdrawal of funds accumulated in the Private Pension Fund Administration System for up to 3 Tax Units (UIT), that is, S/14,850.
This withdrawal would be carried out as follows: first, affiliates must submit their request remotely, virtually or in person, for a single time within 90 calendar days after the start of the rule’s validity. Up to 1 UIT will be paid every 30 calendar days, with the first disbursement being made 30 days after the application was submitted, as was done in the six previous withdrawals.
According to the proposal, The consequences of the social and political crisis that began in December 2022 are generating problems in the drop in domestic consumption, drop in demand for goods and servicesjob loss, reduction of household disposable income and increase in poverty, despite the fact that its reduction is part of the State policy.
For this reason, “it is necessary to boost domestic consumer demand through the increase in household income, and an alternative is to partially release the savings from AFP provisions, without impacting inflation,” the document states.
Likewise, the withdrawal of funds will maintain the condition of intangible, and may not be subject to a discount, legal or contractual compensation, embargo, withholding, or in any way affectation, whether by judicial and/or administrative order, regardless of the account in which have been deposited. It does not apply to judicial or conventional withholdings derived from alimony debts up to a maximum of 30% of the amount withdrawn.
The proposal was presented on Tuesday, February 7, 2023, and must be reviewed by the congressional committees before going to plenary for debate and voting.
What is the value of a UIT by 2023?
By 2023, the value of a UIT is S/4,950, while in 2022 it was S/4,600. The update of the amount was approved by Supreme Decree No. 309-2022-EF and will be in force for a whole year (from January 1 to December 31, 2023).
