The Executive Branch, through the Ministry of Energy and Mines (Minem), temporarily delegated to Perupetro the competence to implement the process of prior consultation corresponding to the draft Supreme Decree that approves the signing of the Hydrocarbons Exploitation Contract of the Lot 8.
This is done through the stages corresponding to the preparatory meetings for the Consultation Plan, publicity of the legislative or administrative measure (third stage), information on the legislative or administrative measure (fourth stage), internal evaluation (fifth stage) and logistical support for the development of the dialogue stage (sixth stage). This is without prejudice to the surveillance role held by MINEM with respect to the aforementioned stages.
Prior consultation for Lots 202 and 203
Likewise, through Ministerial Resolution No. 041-2023-MINEM/DM published this Friday, February 3 in the newspaper El Peruano, it was also temporarily delegated to Perupetro the competence to implement the processes of prior consultationcorresponding to the projects of Supreme Decrees that approve the signing of the Hydrocarbons Exploration and Exploitation Contracts of the Lots 202 and 203.
In this case, it will be in charge of the stage of identification of indigenous or native peoples (second stage), preparatory meetings for the Consultation Plan, publicity of the legislative or administrative measure (third stage), information on the legislative or administrative measure (fourth stage ), internal evaluation (fifth stage) and support in logistical aspects for the development of the Dialogue stage (sixth stage) respectively. This is without prejudice to the surveillance role held by MINEM with respect to the aforementioned stages.
Finally, the norm that bears the signature of the head of Minem, Óscar Vera Gargurevich, establishes that Perupetro must send to the General Office of Social Management (OGGS) a final report of each completed stage of the prior consultation processes implemented, attaching the documentation corresponding support; and later, a final document of all the delegated stages.
