The executive branch authorized the transfer of S/360 million 374,128 in favor of the Contingency Reserve of the Ministry of Economy and Finance (MEF) to be redirected to the attention of the health emergency, the economic reactivation and other expenses that are available. This is within the framework of what is indicated in numeral 1 of the Thirty-first Final Complementary Provision of Law No. 31638, Public Sector Budget Law for Fiscal Year 2023.
according to Supreme Decree No. 005-2023-EF, published this Thursday, January 26 in the official newspaper El Peruano, the resources come from the ministries of Education, Health, Agrarian Development and Irrigation, and Housing, Construction and Sanitation, as well as the Public Ministry, the National Superintendence of Inspection Labor (Sunafil) and the Organization for the Formalization of Informal Property (Cofopri).
The norm also specifies that the holders of the enabling documents in the transfer of authorized items approve, by means of a resolution, the disaggregation of the authorized resources at the programmatic level within five calendar days of the validity of this supreme decree.
Likewise, it indicates that the Budget Office or the one acting in its place in the documents involved instructs the Executing Units to prepare the corresponding “Budget Modification Notes” that are required, as a consequence of the provisions of this regulation. The legal device is endorsed by the Minister of Economy and Finance, Alex Contreras. In addition, it has the signature of President Dina Boluarte.
