“Evasion is not charging those who always pay, but charging those who do not always pay, usually,” he told RPP.

Along these lines, he emphasized that they seek to change the laws because a constant problem is that certain companies do not pay taxes and file lawsuits “of up to 20 years”, so “the rules make it difficult to establish stricter control over these issues.”

Likewise, Francke Ballvé pointed out that there is also the issue of false invoices from companies or sectors with non-existent companies, which are labeled as costs and allege that they do not have profits to be taxed, for which they intend to establish a special mechanism to control them through the law.

Francke adds that the measures of the bill “seem obvious and should have been taken, but the truth is that they have not been taken and that to date they imply difficulties in controlling evasion.”

Regarding the mining sector, the official stressed that it seeks to charge a higher profit tax. “You have to be careful that when they don’t have much profit we don’t want to affect the competitiveness of that sector,” he explained.

Finally, regarding rents, he recalled that “the idea is to totally change the system, it must be a staggered regime”, since The current system allows you to pay the same rate of 5% even if you rent for 500 soles or 50,000 soles, whether you own a small room or five buildings. “It shouldn’t be like that, it should be a staggered regime. Up to 2,600 soles per month, our proposal is that you do not pay (the tax). That a regime similar to that of work income be applied, “he said.

“If you have an income of 30 thousand soles per month from rentals, you have to pay more. The idea is to change the system, from a system that affects everyone equally, to a system that lightens, takes the burden off the vast majority who have a rent or two and to charge more to those who have a large rental business of offices. We want them to pay more ”, he added.
