Will there be a fine for those who did not register? INEC responds

Not there will be no type of fines for people who have not participated in the process of the Ecuador 2022 Census. This was stated this Tuesday, January 10, by the executive director of the National Institute of Statistics and Censuses (INEC), Robert Castillo. This in view of the series of doubts that several citizens have had about whether failure to comply with this obligation would generate fines.

Castillo explained that Although the law authorizes the INEC to collect fines from those who have not participated in the Census, since it is mandatory, “that It has not been the work culture or the policies that we have adopted ”, said. He explained that what has been done is rather a call to the population to participate in the census, since it is a civic duty that serves for all of us to be counted and for the State to take appropriate policies based on that data.

Meanwhile, the registration process for the 2022 Census will continue in January 2023. Castillo explained that some 500,000 homes are still pending a census. This figure is equivalent to 7% of the total 6.7 million planned. At first it had been said that this activity would end in December 2022.

Castillo explained that the main reason why the process was not completed was the lack of census takers. It was planned to hire 18,000 census takers, but 2,000 were missing to recruit. According to Castillo, this problem arose from the lack of security that had been generated in the country by violence in prisons and violent deaths in the street, and that occurred precisely at the time of the census. He recalled that the situation was complex for which even the Government had to declare a state of emergency.

The visits will be made in three types of homes: homes of high-class citizens, homes in high-risk sites, and those with difficult access.

The houses that are going to be registered in January are concentrated especially in Guayquil, Quito, Machala Quevedo, Portoviejo and Cuenca.

Additionally, in January there will also be a verification of the quality of the census and for this, teams of census takers will go to houses that are currently listed as unoccupied dwellings to verify if that is really their condition.

  • The 2022 Census registration process began on October 1, 2022 and lasted a month. This first stage sought for people to register online, from the comfort and privacy of their home, through an electronic device. At this stage, some 2.3 million households were registered.
  • From November 7 to December 18, the face-to-face census was carried out.
  • Now in January will come a last stage for stragglers.
  • Once the data for the 6.7 million households has been obtained, the analysis and processing of information will begin in February. This will have technical assistance from United Nations experts, such as the Population Fund and also institutions such as Cepal.
  • Finally, at the end of May, presentation of the first results at the national level.
  • Information will be released until December.

The census is a process that is carried out every ten years and was to be carried out in 2020. However, due to the pandemic it took place after twelve years and with several changes, such as that this time it could be carried out online, and it also included new information as if any household member has died since January 2020 and if the cause of death was an accident, suicide or murder, COVID-19 or other disease or natural death; about pet ownership and what sex-generic variables, which was optional, and for people 18 years and older about how they identify according to their gender.
