The executive appointed Rosmary Cornejo Valdivia as executive director of the Authority for Reconstruction with Changes (ARCC), a unit in charge of leading and implementing the Comprehensive Plan for Reconstruction with Changes (PIRCC) for all the physical infrastructure damaged and destroyed by the El Niño Costero Phenomenon.
Through supreme resolution No. 004-2023-PCM, the Presidency of the Council of Ministers (PCM) thus establishes the replacement for Ernesto Mosqueira Medina, who had been temporarily in office for two weeks.
The day before, the head of the Council of Ministers, Alberto Otárola, announced that the ARCC will be reorganized and pointed out that the intervention of the Comptroller General of the Republic and the Public Ministry has been requested.

Precisely, the former head of the ARCC and a man close to the former Minister of Housing, Geiner Alvarado, Robert López, was involved in a scandal together with his wife Margory Goicochea Suelpres, who obtained contracts in the institution throughout this year for an amount total of S/ 70,000.
