Chavimochic: what is the project about and why hasn’t it been finished yet?

The Chavimochic Special Project is an irrigation system that extends along a large part of the coast of the Liberteña region, in the northern peruvian zone. It was started in the 1960s by the National Development Institute (Inade), a branch of the Executive. In 2003, the transfer of its administration to the same Regional Government of La Libertad took place.

It extends into the lower part of the Santa river basins, in which the main intake is located, Chao, Virú, Moche and Chicama. The objective of the special project is to guarantee irrigation water in the perimeters of the lower parts of the aforementioned valleys.

The Chavimochic III project will allow the implementation of 30,000 new hectares of crops on the coast of La Libertad and will generate 150,000 potential jobs. The works are valued at US$715 million and US$356.6 million of said amount correspond to investments in the Palo Redondo dam.

This megaproject will finds paralyzed from December 9, 2016 to date and does not have to do, specifically, with Odebrecht corruption findings.

It all goes back to 2016, when it was established a controversy on the release of “interference”. Odebrecht argued that Chavimochic was responsible for this action; however, the GORE of La Libertad, in safeguarding the interests of the State and not being expressly regulated in the concession contract, did not accept it at its cost.

The newspaper Gestión reported that the Ministry of Agrarian Development and Irrigation (Midagri) ordered this Tuesday that the Irrigation Subsector Program (PSI) will be provisionally in charge of the third stage of the Chavimochic project, to guarantee its continuity, reception of work and concession assets, as well as the completion of procedures and contracts necessary.

This measure was established through the Ministerial Resolution No. 0537-2022-Midagri, published on December 6, 2022, in Legal Regulations of the official newspaper El Peruano.

The former regional governor of freedom Manuel Llempén Coronel pointed out that, for each year of delay in the execution of the Palo Redondo dam, corresponding to the third stage of the Chavimochic project, said region ceases to receive US$1.8 billion in agro-exports.
