Hours before his second swearing in -in barely a week and a half-, the minister Oscar Vera Gargurevich secured three key names for the management of the Ministry of Energy and Mines (Minem), which now has new heads in the Advisory Cabinet, General Directorate of Hydrocarbons (DGH), and General Office of Planning and Budget.
Ministerial Resolution No. 440-2022-MINEM/DM designates David Fernando Caballero Llanos as Chief of the Ministry’s Advisory Cabinet, a position considered to be of trust.
It is the second time that Caballero has reached this position of trust, after he was also selected in February 2022 during the government of former President Pedro Castillo. There are questions against him since he is president of Radio Disco, known as “Latina”, which supported Castillo’s candidacy in the campaign.
Meanwhile, ministerial resolution No. 441-2022-MINEM/DM designates Carlo Renato De Los Santos La Serna as General Director of the Ministry’s General Directorate of Hydrocarbons.
The specialist previously served as a consultant to the Peruvian Liquefied Gas Society (SPGL), and has been in favor of promoting PL 3328 in Congress, which seeks to inject resources into the Fuel Price Stabilization Fund (FEPC), content in the Impulso Peru plan.
Finally, ministerial resolution No. 442-2022-MINEM/DM appoints Denis Joel Tapia Rodríguez as Head of the Ministry’s General Planning and Budget Office.
Tapia Rodríguez also returns to the ministry after occupying the same position in August 2021, under the management of former minister Iván Merino. Some time later, he was granted, temporarily, the direction of the DGH.
