Its official publication is scheduled for Thursday, April 14. A day later, the Ad Hoc Commission, in which the Fonavistas participate along with the Ministry of Economy and Finance (MEF) and the Provisional Standardization Office (ONP), will begin to meet to carry out the operational plan in 30 calendar days that will allow the law is executed, explains Louis Luzuriaga, President of the National Federation of Fonavistas.

And he adds that, taking into account these times, returns could start from the fortnight of May.

Controversy with the MEF

As recalled, The Executive raised some observations on the law, among them that the refund amounted to S/42 billion, which represents 21% of the budget for the public sector in 2022. Thus, the head of the MEF, Óscar Graham, described the return of that amount as unfeasible, in fiscal terms.

About, Luzuriaga explains that this amount is not what the law stipulates and the actual amount could be higher or even lower. On the other hand, he pointed out that it is not necessary to compare it with other amounts allocated by the State because the return will be made progressively over a period of 8 years. “Comparing it with social spending on health and education in a specific year is misleading. What has been approved in law it is the formula to update the contributions”, specifies Luzuriaga.

The amount of the refund varies between S/ 11,000 and S/ 20,000 as a minimum and a maximum, as long as they have worked the full periods. It should be taken into account that S/ 1,300 million have already been returned to 1 million 86 thousand contributors, so it remains to return contributions to 900 thousand phonavistas They have not received anything to date.

Given the possibility that the Executive will observe the law, Luzuriaga calls on the president to respect the decision. “What Congress has done is abide by the sentence of the constitutional Court that has determined that the return is a right to property and the proceeds have to be returned, not one sun more nor one sun less”, he specified.

Debts may collect. The law stipulates that the heirs of the deceased contributors may collect the refund. It is estimated that there are 300 thousand deceased fans.
