Bilbao will have “record” budgets for 2023, 663.5 million euros


This is an increase of almost 5% compared to 2022. The municipal government will allocate 314 million to basic public services (sanitation, lighting or garbage) and will spend just over 13 million on works in the different neighborhoods.

the mayor of Bilbao, Juan Mari Aburto, presented this Thursday the municipal budget project for 2023, which for yet another year will be the highest in the history of the Bilbao consistory. The total amount will be €663.5 million4.8% more (30.3 million) than in 2022.

As highlighted by the first mayor in the presentation of the accounts, it is “a good budget, responsible and realistic, with a strong social and public service character, by and for an attractive, inclusive and sustainable Bilbao”.

Among the income, almost 6 out of 10 (386 million euros) will come from Udalkutxa, the municipal financing fund distributed by the Provincial Council of Bizkaia according to the collection, also a record this year. The rest is obtained from municipal taxes and fees (31.2%), and 10% from other income.

Aburto rules out, one more year, borrowing, so a credit operation of 26.9 million euros is contemplated, which will be financed exclusively with remnants.

In the expenses section, the item allocated to basic public services (sanitation, lighting, garbage…) with 314 million euros compared to 299 in 2022. Municipal public investment amounts to 117 million, while investment in neighborhoods will be 53 million euros, in both cases it increases by three million compared to 2023. Personnel and staff costs amount to 184 million euros.

The Bilbao City Council has broken down some of its most outstanding projects for next year, among which stand out, the works in the neighborhoods (included in the Auzokide Plan, with a budget of just over 13 million), the elevators or escalators for the upper neighborhoods (an item of almost seven million) or actions to prevent flooding in the Ribera de Deusto or develop the Zorrozaurre island project.

The bills are expected to be approved – the municipal government of PNV and PSE-EE has a majority – in the plenary session on December 28.
