With five votes, CAL qualifies tax law and designates the Economic Development Commission for its treatment

The Legislative Administration Council (CAL) qualified with five votes in favor, out of seven possible, the Law of Economic Development and Fiscal Sustainability after the COVID-19 Pandemic. He did it a few minutes ago, at the same time that he named the Economic Development Commission, chaired by Assemblyman Daniel Noboa Azín, to analyze the project, socialize the issue and prepare the corresponding report, which will be known in the first debate of the National Assembly.

With this tax reform, the Government expects to raise about $ 1.8 billion in two years through the greater contribution of large companies with equity greater than $ 5 million; of natural persons and conjugal partnerships with large patrimonies, of $ 1 million and $ 2 million, respectively. Also, it is sought that people who earn a monthly income of $ 2,000 onwards will pay a higher tax, but progressively.

The tax reform, which arrived as an urgent economic matter, must be dealt with in 30 days.

Further, The CAL advocated knowledge of the Proforma 2022 and the Quadrennial Budget Program 2022-2025. In this case, he decided to send the document to the Economic Regime Commission, chaired by Mireya Pazmiño (PK), for to initiate the respective procedure. The proforma must also be processed within 30 days, according to the constitutional deadlines.

The CAL had initially denied the Opportunity Creation Law project because it did not have a unit of matter, so the Government agreed to divide it into three projects. Tax reform is the first of them.

During the meeting, the CAL planned to advocate for other bills. Also, with five affirmative votes, the CAL qualified for processing the draft Organic Law of Incentives for Agriculture, Livestock and Craftsmen. The Food Sovereignty Commission will be in charge of dealing with the initiative of the proponents Henry Kronfle and Javier Ortiz.

Likewise, the CAL qualified the project as Organic Law Reforming the Labor Code and the Losep, Regarding salary equity for the right to earn the same and the ineffective dismissal of the proposing legislator Marcela Holguín. The topic will go to Labor Commission. Regarding the project of reforms to the Environmental Code, which seeks to guarantee the rights of the good living of the urban fauna, on the initiative of Viviana Veloz, Fausto Jarrín and Blasco Luna (all from UNES), was qualified by the CAL with six votes in favor and will be referred to the Biodiversity Commission.

The CAL qualified with five votes in favor the project of reforms to various laws regarding environmental education and interrelated violence, initiative of the legislator Marcela Holguín, who will also go to Biodiversity. Meanwhile, the Commission of Autonomous Governments will be in charge of dealing with the draft Reform Law to the Territorial Organic Code, which was an initiative of Jéssica Castillo (PK).

Finally, the reform project to the Companies Law, proposed by Assemblyman Darwin Pereira, was qualified with five votes in favor and will be sent to the Economic Development Commission.
